SHOE fetish killer Christopher Farrow will not be moved to an open prison after an intervention by the Justice Secretary.
Farrow, 64, got life with a minimum of 18 years in 2000 for the 1994 murder of Wendy Speakes, 51.
He also raped the mum and took her shoes as a trophy from the scene in Wakefield, West Yorks.
Last month, the Parole Board recommended a move to an open jail.
But that has now been blocked by Justice Secretary Shabana Mahmood.
Wendy’s daughter Tracey Millington-Jones yesterday said: “I cried tears of relief when I got the call.

“I feared he would be sent to an open prison and knew no woman was safe once that happened.”
Tracey paid particular thanks to the late Detective Chief Supt Bob Taylor, who headed Wendy’s murder inquiry and promised Tracey and her sister, Leah, that he would find the killer.
He passed away in December last year, but his son Joseph, 25, of Leeds, West Yorks, said: “My dad was convinced Farrow had committed more serious crimes and branded him an evil and dangerous man.
“Dad would be very happy with this result.”

The Ministry of Justice said Farrow’s transfer was blocked as “public protection is our priority”.
